What outsourcing actually removes
It removes the computation and the filing. It does not remove the inputs — attendance, leave, claims, revisions, joiners and leavers — which still have to be gathered, checked and sent, usually as a spreadsheet, usually in the last week of the month.
That is worth being clear about, because the input work is where most of the elapsed time goes. A bureau shortens the part that was already fast.
What it adds
A turnaround. A correction after submission means an email, a wait, and a revised file — where in-house it is a change and a re-run.
A dependency for your own data, since the payroll history lives with the provider and comes back in whatever form they choose to give it.
And a gap between your attendance record and the payroll computed from it, because they sit in different systems maintained by different people. Reconciling them is a task that appears only when something is disputed.

Do we need a payroll expert in-house?
Not for the computation — statutory is computed from versioned rates and only exceptions are surfaced. You do need somebody who owns the process and reviews those exceptions, and that is a different and much smaller requirement.
Who files the returns?
You do. Klok produces the ECR, the ESI and PT outputs and the 24Q inputs, and records what was filed and when. There are no portal e-filing APIs for software to submit on your behalf.
What about the liability a bureau carries?
That is a genuine difference and worth weighing. A bureau contract may allocate responsibility for computation errors in a way software cannot. If that allocation is the main reason you outsource, it is a reasonable reason.
Can we move mid-year?
Yes, and the cleanest point is a quarter boundary, so the return periods do not straddle two systems. Import the year-to-date position and run parallel for a cycle first.
Our bureau handles compliance. Why bring it in-house?
Because the inputs are still yours. Attendance, leave, joiners and exits are collected by your team either way — the bureau processes what you send. Most of the monthly effort sits before the handover, not after it.
Who is liable if a filing is wrong?
The employer, in nearly all cases, whoever prepared it. That is worth knowing before assuming outsourcing has moved the risk as well as the work.
