Delhi is where payroll rules bite hardest in the NCR. The Labour Department of the Government of NCT of Delhi notifies some of the highest minimum wages in India and revises them with dearness allowance, usually in April and October. Delhi also collects Labour Welfare Fund. A payroll that misses a revision underpays from the day it applies; a payroll that forgets LWF builds up arrears that surface at the worst time.
Klok is HR and payroll software that applies Delhi's rules to every Delhi site, from an office in Connaught Place to a factory in Okhla or a chain of stores across the city.
Delhi rules for payroll
- Professional Tax: none. Delhi does not levy PT.
- Labour Welfare Fund: collected under the Delhi Labour Welfare Fund Act, 1997: ₹0.75 from the employee and ₹2.25 from the employer each month, remitted half-yearly. See Labour Welfare Fund.
- Minimum wages: among the highest in India, notified by category (unskilled, semi-skilled, skilled and above) and revised with dearness allowance. See minimum wages.
- PF and ESI: apply in full.
- Shops and establishments: Delhi Shops and Establishments Act 1954, which governs hours, weekly holidays and leave for shops and offices.
What Klok runs for your Delhi teams
- Attendance: a mobile punch with location, or the biometric device you already own (punches are imported; nothing is replaced). Shifts that cross midnight belong to the shift, not to two calendar dates. See time and attendance.
- Overtime by rule: grace, rounding, minimum blocks and caps set per grade and applied the same way to everyone, with the working visible on the register.
- Leave: balances, approvals and holiday calendars per site, so a Delhi site keeps its own holidays.
- Payroll: PF with the ECR file, ESI, Delhi Labour Welfare Fund, TDS and Form 16 in the same run. See payroll software.
- Minimum-wage check: every payroll run flags anyone paid below the wage you have set for their category, before you approve.
- Registers: muster roll, wage register and overtime register built from the punches as they happen. See reports and registers.
- Self-service: employees see payslips, leave balances and attendance on their phone, so HR is not answering the same questions all month.
Before anyone approves a payroll run, Klok's AI checks it: unusual pay changes, missing attendance and statutory mismatches are flagged for a person to look at. The AI never approves or pays anyone on its own.

Built around how Delhi works
- Industrial areas: Okhla Phase I to III, Naraina, Mayapuri, Wazirpur, Bawana, Narela, Patparganj and Jhilmil run shift work and contract labour, with registers an inspector can ask for on any day.
- Retail chains: stores in Karol Bagh, Lajpat Nagar and malls across the city need store-wise attendance and rosters, with one payroll for the whole chain. See Klok for retail.
- Offices: Connaught Place, Nehru Place, Saket, Jasola and Aerocity teams want leave, attendance and payslips on their phone.
- Staff who live outside Delhi: an employee living in Noida, Ghaziabad or Gurugram but working in Delhi is on Delhi's rules. Deductions follow the workplace.
Running sites across the border too? See HR and payroll software in Delhi NCR for how Delhi, Uttar Pradesh and Haryana differ.
What Klok does not do
Klok does not file returns on government portals for you; it prepares the figures, files and registers, and reminds you of due dates. There is no Tally connector: data leaves Klok as CSV or Excel, or through the REST API. And because minimum-wage rates are revised by notification, you set the current rate in Klok when a notification is issued; the payroll check then holds every run to it. Always confirm the latest notification with the state labour department before you file.
Getting started
Klok costs ₹25 per employee per month, with a 7-day free trial and no card needed. Full plan details are on pricing.
- Start the trial at /register and import your employee list from Excel.
- Set up your Delhi site: shifts, weekly offs, holidays and statutory registrations.
- Connect the punches: mobile punch, or an import from your existing biometric device.
- Run one payroll month alongside your current process and compare the two. If the numbers match and the team spent less time, you have your answer.
We visit in person anywhere in Noida, Greater Noida, Ghaziabad, Delhi, Gurugram and Faridabad, and show Klok on your own data. The Delhi payroll checks worth doing every month
- Is everyone at or above the current Delhi minimum wage for their category? Klok flags anyone below the rate you have set, on every run, before approval.
- Has the latest dearness-allowance revision been applied from its effective date? Load the new rate when the notification is issued; the check then holds every run to it.
- Is LWF deducted for everyone it applies to, including mid-month joiners? Klok includes it in the run for your Delhi entity.
- Do the store or site rosters match the punches? For retail chains, store-wise attendance makes missing punches visible within the week, not at month end.
Start with one site or one store cluster
Run one month of Delhi payroll in Klok next to your current process and compare. For retail, start with a handful of stores; for a factory, start with one shift.

HR and Payroll Software in Delhi and New Delhi FAQs
Is there Professional Tax in Delhi?
No. Delhi does not levy Professional Tax, so Delhi payroll has no PT deduction.
How much is Labour Welfare Fund in Delhi?
Under the Delhi Labour Welfare Fund Act, 1997, the employee contributes ₹0.75 and the employer ₹2.25 per month, remitted half-yearly. Confirm the current rates with the Delhi Labour Welfare Board before filing.
How often are Delhi minimum wages revised?
Delhi revises minimum wages with dearness allowance, usually twice a year (April and October), by notification of the Labour Department, GNCTD. Rates differ by category: unskilled, semi-skilled, skilled and highly skilled. Load the new rate in Klok when it is notified, and every payroll run is checked against it.
We have 30 stores across Delhi. Can Klok track attendance store by store?
Yes. Each store is a site with its own roster and holidays; staff punch on their phone with location or on a device, and HR sees attendance store by store with one payroll for the whole chain.
Our employee lives in Noida but works in Delhi. Which rules apply?
Delhi's. Statutory deductions such as Labour Welfare Fund follow the workplace, not the residence, so that employee is on Delhi's rules.
Can you show us Klok at our Delhi office?
Yes. We visit offices, stores and factories anywhere in Delhi and New Delhi from our Noida office. Call or WhatsApp +91 81304 68801, or book a demo on the contact page.
